Refugee and Deportation System (RAD)

The phenomenon of forced migration both internally and beyond its borders, is a classical example of a refugee producing country.

RADPutting an end to years of international isolation and providing recognition of refugee producing countries, the United Nations Convention and Protocol Relating to the Status of Refugees was signed by member countries. These international conventions required countries to formally recognize and provide protection to people classified as refugees. These laws become effective and continue to be a countrys primary piece of legislation governing asylum seekers and refugees in the country. The Refugee and Deportation system (RAD), provides the framework, tools and solutions for coping with these events and handling effectively the legislation respecting the governed laws of the specific countries.

The BioCap Deportation and Refugee System centre consists of a central system that functions as the Refugee Population Register (RPR). The central system can interface with the Smartcard Card Management Systems (CMS) and a PKI to produce Smart ID cards. It can also interface with the AFIS system to retrieve and check biometric data and secure the integrity of the central register.

Refugee smart cards can be produced centrally or decentralized and distributed to the different refugee offices. The system provides an interface with the Visa and Entry Stop list system as part of the Movement Control System (MCS) to determine if the person has been listed, thus preventing the person from entering the country at a port of entry or border crossing point.

Unlimited amount of local sites can connect to the central site, and these sites can service an unlimited amount of workstations. In addition, the system can be accessed by various authorities related to this process via a web based interface to view and amend information.

As the system is distributed with a central repository, it allows both immigration and deportation to effectively control movements of people at all border crossings, and also prohibit unlawful persons from entering the country, thereby increasing the efficiency of the corresponding departments in charge.

Live fingerprint capture with QA, reliable and unreliable minutiae’s, core and delta, ridge flow count, segmentation, sequence check, authenticity check, NFIQ value, etc. and auto take and anomalies support. For single , dual and 4-4-2 scanners. Output formats include BMP, WSQ and JPEG2000.

Iris Capture and QA (Optional)

Live iris capture with QA and image preview. Output formats include JPG, BMP, JPEG2000.

Palm Capture and QA (Optional)
Right palm, left palm, left and right writer palm. Output formats include BMP, WSQ, JPG and JPEG2000.

Voice and Video Interview
Recording multimedia conversations with the applicants for future use and reference in the decision making process. A set of predefined mandatory questions is established to comprehensively manage the interview process.

Archiving
All supporting documents that are part of an application can be scanned with flatbed scanners and linked to the transaction and the data record in the register.

Summary and Receipt

Displays all captured data on a summary view that can be stored and printed together with a barcoded receipt.

Permit and Smartcard Personalization
Temporary permits are generated, validated, printed, issued and recorded. Smartcards can be printed with an interface to the PKI.

Issuing Documents
It supports the scanning of receipts, complete data retrieval including storage information, biometric 1:1 matching and 1:n matching, recording of the issuance and update of the register with the current status.

AFIS and Face Recognition Interface
Biometric interfaces assure the integrity of the register at all times thru 1:n matching engines and deliver identity validation in various steps of the overall process.

The main purpose of the deportation system is to manage the entire process of a person from the time he is arrested until he is finally deported to its country of origin.
